Coldfusion based .iqy bizzarre issue with *some* excel installations

I am having a bizzarre issue I can't figure out, in some instances excel seems to not be able to use session variables when invoked and in others *same versions* of excel/ie/windows os it does, I have determined that what is hapenning is in the case where it won't work the cf pages don't appear to see the session variables as beeing set (as the framework redirects them to the login page if they are not set -- and this is what is beeing displayed in excel), I have checked the excell "trust center" settings in working and non working excels side by side and they seem to be exact.  The link to open the excel file is pretty simple it's simply a link:

https://#webroot#/connect_to_excel.cfm/exceldownload.iqy?fuseaction=some_fuseaction&var1=xxx&var2=yyy

and connect_to_excel.cfm is simply:
