software install on locked down domain

We are trying to install a piece of software onto an XP device on a machine in a domain with allsorts of bizarre security policies applied. The tool is advanced system info.

I get an access denied error when trying to install it via domain admin or local admin on the PC. I got another error as though it could not create the neccesary directory on the local drive in this PC. How can I check what policies could be affecting getting this thing installed - or any alternative ways so the user can use this tool from his PC.
