What is each line in this chunk of ASP code doing?

I'm just curious what this code is doing line by line. I omitted the top chunk that initializes the variables for connectstr since it contains some personal web hosting information.

I heard that ASP code often uses C# or Visual Studio code. Is any of that found in here? If not, when should I expect to see it?
