Remove old dc from ad, Event id 2092

I am unable to add user/ computers to domain, Event ID 2092, and error message "Windows cannot create the object XXXXXX XXXXXXXXXX because: The directory service was unable to allocate a relative identifier."  AD lists both old server and new server as domain controllers. Old server has been offline for years. Can I delete old server from AD to resolve issue?

Go through the metadata cleanup for that old box   http://www.petri.co.il/delete_failed_dcs_from_ad.htm

run netdom query fsmo

Where is your RID master...should be on a current good DC.

Ran dsquery server -hasfmso for all 5 roles, shows new server has all

Also, go into DHCP scope options and remove that old DC as a valid DNS server. Once done, go to the client (before joining the domain) and type: IPconfig /release and IPconfig /renew..

It appears the client is not registering a HOST A record in DNS or finding the SRV record within DNS to register within AD because the server it's going to for DNS is not valid.
