When I select a computer to "manage", at times it allows me into the "Local Users and Groups", and on other computers I receive the messages:

"A security package specific error occurred(1825)"
"Access is denied(5)"

Does anyone know why some computers allow me to "manage" "Local Users and Groups", and other computers will not?
