User unable to send email over 10MB internally using Outlook 2007 and Exchange

Hello all,

     i have a client running Exchange 2003 with Outlook 2007 clients.  One user sent the CEO an email with an attachment over 10MB which he received.  He then tried to forward to another executive within the company but it stays in the outbox with the message Sending  reported error (0x80040610) : "The message being sent exceeds the message size established for this user:'

I checked the CEO user account and it's setup exactly as the user that sent it to him.  I also went ahead and removed the sending limitations on the Systems Manager portion and still no luck.  Any thoughts?  Thanks
