FTP auto download script

I accepted a simple order from one of the customers, but now after a week I am stuck, because none of my solutions work properly. The task seems an easy job at first, but now I need some help.

I must provide a method to do the following:

1.) protect and isolate production Windows XP machine from network and internet, providing connectivity ONLY to one public IP via FTP protocol, port 21 + Explicit TLS. This is already done.

2.) from this Windows XP machine I must periodically (10-15 minutes) connect to public FTP, preferably using Explicit TLS, but is not mandatory - could be plain over 21 port

- when connected to FTP, I script must look for possible new files of certain type (.TIF, .PDF, .JPG, .CDR, .PSD....) and download this new files to certain local folder

- downloading should be protected against

- after successful download, downloaded file should be checked (verified) against source if it is identical

- if identical, SOURCE file (on FTP server) should be deleted

Seems simple, right?
Well,  thought so, too, but after some days of experimenting, I found a lot of troubles creating my own FTP script, because it was not error-proof. Most of times it downloaded files perfectly, but sometimes not, and sometimes files just vanished.
So I gave up my own script, and tried with some FREEWARE FTP sync programs. But they are mostly SYNC programs, and none of them support deletion of files on SOURCE FTP after successful download, so FTP would fill up soon.

Now, does somebody have an idea which program should I use for the purpose?
Or any other idea?
