Need network traffic segregation help

Hello,

I have a client that is seemingly pushing their current data network to the max. They have around 15IP cameras mostly AXIS. They use a program called Milestone to view all of the cameras. Sometimes they will have three or more stations logged into the software viewing a thumbnail of each camera. When they do this the computers seem to go to a crawl. At the same time other network services degrade. They already have a Gigabit switch. What they do is close certain cameras so the thumbnails do not show and that seems to help. They do have a smart switch so my first idea is to simple put the cameras in their own VLANS. However, if I do that how can the end user computers view them since they would be on a different network? Any other general advice on this?
