Migrated users from Exchange 2003 to 2010

We're currently migrating users mailboxes (test accounts) from Exchange 2003 to 2010 and are not able to connect their phones to their email accounts after they've been migrated. We're only able to set it up using IMAP with an outside IP mapped to the mail server and not active sync enabled. The connectors are still up on the old mail server. What security settings do we need to configure on the new Exchange 2010 server? Any help will be greatly appreciated. Thanks!
