Windows Server 2008 R2 Enterprise Licensing?

I have purchased a retail copy of Windows Server 2008 R2 Enterprise and Im trying to setup the Terminal Services (Remote Desktop) but it keeps advising me that I need to activate the licences. It came with a certificate for 25 CALs and it states this genuinely on the box.
When I try running through the licence manager wizard, it won't accept the key written in the box.
Should there be a individual key for the Terminal services licence (cause there isn't)?

I read that the licences are built in for Enterprise edition?
