Request Time out not happening while calling URL via UTL_HTTP in Oracle Database Server

I am trying to set a request time out in a webservice call via utl_http but some how the request time out is not happening..

unable to find out the reason why, had searched out various blogs for the answer but this was not answered properly..

can you please help me to get rid of this problem..

Placing a Sample code over here so as to illustrate the scenario with masked urls


   url           VARCHAR2 (4000)
      := '';
   v_retval      VARCHAR2 (1000);
   lv_http_req   UTL_HTTP.req;
   lv_http_res   UTL_HTTP.resp;
   lv_url        VARCHAR2 (2000);
   lv_http_req := UTL_HTTP.begin_request (url,'POST', 'HTTP/1.0');
   lv_http_res := UTL_HTTP.get_response (lv_http_req);
   UTL_HTTP.end_response (lv_http_res);

As the timeout is not happening we are getting events in Our Database, which is causing Performance Issues in Overall Applicaton...
