Removing Anchoring of controls in Web Form Access 2010

It seems to me that the only way to move controls around within a form in an Access 2010 Web form is to create additional columns (or rows) first.  Unlike with client forms, you don't appear to be able to unlock a control and freely move it around.  Is that correct?
