I have two questions that have to do with Windows 7 folders

1. How Do I set Windows Explorer to start at a specific folder location each time it is opened? For example to always start at C:\XYZ.

2. I recently read a Win7 tip on creating a God Mode Folder but I can't seem to follow the the second step how do I do this? I can't seem to make a folder have a path or location of ED7BA470-8E54-465E-825C-99712043E01C....can someone give me more details of what is meant here? Directions below...

    a. Right click on the desktop

    b. Create new folder with the following location:

When you click on the icon, a window will show where you can have easy access to many of the settings that would normally take a bit more time to find

    Some of the sections are:
    Action Center
    Administrative Tools
    Devices and Printers
    Folder Options
    Network and Sharing Center
    Power Options
    User Accounts
    Windows Updates
