troubleshooting Question

Hi everyone, first time post here,

I have a 3Com NBX V3000 phone system, it works great,

But I have a situation,

There seems to be a situation were users are dialing 911 by accident,

They can call an outside number by dialin 9, 1 (area) (number)

This in itself is ok, but are still getting some problems on the 911 part (I guess its when they try to call 1800 numbers or something)

I have searched the forums and found no objective info on what to perform step by step to have them dial 8 instead of 9 to dial an outside number. (configured in the system)

Is this something rather involved?
