State/Province Field Missing from Business Address in User's Contacts

Hi all,

What would cause the State/Province field in the Business Address from a personal contact of an Exchange user to disappear all of a sudden?

The user had just noticed this peculiar issue. I thought it was related to his Outlook, so I check Exchange Outlook Web Access and saw the same exact issue.

The user is 110% certain he saved all of the business addresses (those contacts who had business addresses) for 300+ contacts with the State/Province included.

Help! I have never even heard of this issue before and scoured everywhere for an answer but with no luck.
