Can ForeFront block email domains?
This year we have moved to Microsoft Outlook (Exchange) online, we have several parents that have email addresses that are in the .pl domain and for some reason they all bounce. We initially get the message that it is delayed and then a diagnostic message showing that it failed. The message portion that states that " (mail159-tx2: transitioning domain of isstavanger.no does not designate 157.55.11.7 as permitted sender) see attachment made me think about Forefront as that is the only filter I know in the system.
Does anyone have any ideas, when I look in Forefront, I do not find anything that would cause this, though admittedly I am not very familiar with the software or its interface.

They are being sent from our school email our outlook account does not have the 157... IP so not sure where that is coming from. We are the Festival@isstavanger.no I presume that we are the 169.254.5.139 handing off to 10.9.99.106, from there it seems to be getting lost. I thought the message portion "X-Forefront-Antispam-Repo rt" meant that Forefront was blocking us, if that is not the case, do you have anyother explination?

Have referred the matter to a consulting company that supports our Outlook.
it looks like you are sending them from IP 157.55.11.7 and the receiver's mail server is blocking that IP address, most probably because it has no PTR (or reverse) dns record
