Outlook 2010 email account send/receive failure : 'Outlook data file cannot be accessed.'

I cannot send or receive email with my EarthLink POP/SMTP Account.  When click on " Send/Receive All Folders", the Errors Tab on the "Send/Receive Progress" message window shows :
Task 'EarthLink mail servers - Sending' reported error (0x8004010F) : 'Outlook data file cannot be accessed.'
Task 'EarthLink mail servers - Receiving' reported error (0x8004010F) : 'Outlook data file cannot be accessed.'

I recently installed MS Outlook 2010 on a new HP W7 laptop. I set up the EarthLink account and sent and received many emails without failure.  After a few days, with Outlook closed, I created a folder C:\Users\Don\Outlook Files and moved the Outlook.pst file from the default folder C:\Users\Don\My Documents\Outlook Files to the new folder.  I opened Outlook and linked up to Outlook.pst in the new folder.  My Contacts, Calendar, Tasks. and the EarthLink Account all showed up properly.  However email send and receive failed consistently as described above.
