Are the MS SQL 2008 bits that come with with Windows 7 usable?

I only have a little, and very much out-of-date experience with programming for MSSQL, and absolutely no admin knowledge.

Until now I have been using Access, but I now have  a reason to set up and programme for SQL on my home system. I tried to download and install SQL 2012 Express with disastrous results, including using my monthly download quota in a day.

I have since discovered some Microsoft SQL 2008 Server entries already installed in my program menu : they are 'Import and Export Data (64-bit)' and  'Configuration Tools'.

Does that mean I can set up and use a database on my system? If not what are these elements for?
