troubleshooting Question

Hal.dll error- Windows could not start because the following file is missing or corrupt: <Windows root>\system32\hal.dll. Please re-install a copy of the above file."

Have this error on a computer at work-  Problem is that the drive in encrypted with a software called Safe guard easy- so if you boot from cd without getting through the encryption then the "c:" drive is considered as a raw drive- so thats not an option- when i get by that step then goes right to error message,-- cant go into safe mode either- was able to to load a barts pe disk after the encryption boot and run chkdsk /f /r but it didnt find any errors. when i tried to copy another copy of hal.dll from the bootup cd and paste it into system 32 directory, it copied but still didnt work- when i tried to type in regsvr32 hal.dll said it couldnt load it because of some sort of memory ( cant remember exact)- is there another way i can register the dll or something else to check before having to wipe out the computer?
