How do you disable printer driver prompts in Windows 7?

When ever someone updates a driver for one of the printers, the majority of the printers are affected by the message:   "Do you Trust this printer?"   "Windows needs to download and install a software driver from \\servername computer to print to Canon printer.  Proceed only if you trust the \\servername computer and the network. For more information about installing drivers, see Help and Support."

How do I suppress this message? If a person is a local admin, they can click on Install Driver and print with no problem. If they aren't a local admin, they can't install the driver due to obvious security restrictions.    We are a hydrid of Windows 2003/2008 domain.  We only have Windows 7 clients. Both 32 and 64 bit get prompted for this.
