Sharing a Windows XP Mode Machine

I have a Windows 7 64bit PC that has around 15 users that log on it.  I have installed Virtual PC under an administrator account with XP Mode so that they can use 3 different applications that are not supported by 64 bit OS. The 3 applications are linked to the Windows 7 start menu. How can I share this Virtual PC to all 15 users & have the 3 applications pinned to the start menu exactly like they are currently setup under the Admin Account without having to setup 15 different Virtual PCs?
