Server 2008 Terminal Service License for Admin Access

I thought Windows Server 2008 right after installation will allow two remote Administrator logins, and one Console Administrator login – you do not need terminal server licensing for this, they are administrative connections only.

My question is; if you install Terminal services and TS Web Access Roles on this Server 2008 (not R2), are the two free remote admin logins still available? Do I need to add more licenses for admin access in addition to the licenses for standard users?
