Cannot see UAC GPO options in in GPMC (Windows Server 2003 R2)

Hi
I have a large group (160) of Windows 7 Pro clients running on a Windows Server 2003 R2 Domain.
I wish to deploy an AV program to each client from the server.  To achieve this, I need to switch off UAC and reun the install with elevated privileges.  Disabling UAC in a GPO is the fastest way to achieve this but I cannot find any references to UAC in the GPO (Windows Settings -> Security Settings ->Local Policies -> Security Options).
Can anyone advise?  Thank you in Advance

Essentially what you are suggesting is that WIndows 203 Sever does not have UAC controls.
Therefore, I need to download RSAT onto a windows 7 machine and create a GPO from there.  Is that correct?
