Preventing process from being killed

I have a small VB.Net application. It is persistent, in that, if you try to close it, it won't allow you (e.Cancel = True). There is only a predetermined way of closing the app and that is the way I would rather have it.
Now, we are running it on startup. Either by a scheduled task, or by creating a service. The question is, how can we avoid users going to task manager and killing the process? Locking task manager isn't a good option.
Our antivirus, for example, won't allow changes to the process via manager, even in XP with admin account ("Access is denied"). How can we do the same for this app?
