increasing remote desktop sessions

we have users that access one of our servers using remote desktop and the limit is 2 for the amount of concurrent sessions on it so if we wanted to have more than that like 5 users for instance, is there a way to increase the limit without changing the server from administrative mode to a  regular terminal server mode?  It is a sql server and dont want too many users above the 5 to have remote access to it but 2 is not enough right now.  thanks.  It is running windows 2003 server standard.
