Oracle - Using Assignment Tables?

I'm talking to a new IT person and they keep referring to 'Assignment' and 'Reference' tables within their database design. I understand a Reference table is a cross-reference and I use them. I searched the Internet and could not find any information concerning Oracle 'Assignment' tables.

Upon closer examination, the 'Assignment' tables are what I call 'Linking' tables, a one-to-many ID to ID tables reference, uneditable by users.
