Windows XP can't change default program

I have a user who uses Brava Reader to view .Tif, and .Tiff files. He wants Brava reader to open these files by default. Right now the files open in Windows picture and Fax viewer. I tried to change the default program by going into folder options and file types and changing the .tif and .tiff extensions to open with Brava reader but when I select Brava reader and click on ok, nothing changes. It still shows those files will open in Windows picture viewer. I can change the default program to another viewer (like adobe), but not to Brava. I've tried this on another computer with the same version of Brava and I can successfully change the .tif and .tiff extensions to open with Brava.

Any ideas why this works one one computer but not the one I need it to work on?
