troubleshooting Question

Changes to desktop are not cleared after logging out of Termnal Services using Mandatory Profiles with Windows Server 2008 R2.

I have followed every recommendation I can find on the internet to set up terminal services with mandatory profiles on Windows Server 2008 R2.  I am running terminal services on the machine as the domain controller since this is only for 10 clients.  The clients will load the correct profile that is setup as a mandatory profile, but any changes to the desktop, ie. changing desktop color, adding icons to the desktop, will remain there after logging out and logging back in.  I have also tried to setup an additional server with Windows 2008 SP2 without any luck.  Any suggestions?
