Microsoft SQL Server Limiting Sqlservr.exe to 25%

We have a MS 2008R2 VM on VMware vSphere 4.1 on a EMC VNX 5300 (SAS drives, FC). Our current problem is when we run a query on the SQL server the sqlservr.exe process will never go above 25% (it makes the query take longer than it should). We've given it 4 vCPU's, 8Gb of memory and the host is a Cisco UCS C210 M2 2x Intel X5650 with 96GB of memory. We aren't limiting resources. Please advise.

Thank you for your fast replies. I'm going to first see if it isn't something with what the database is doing. It appears that other processes go beyond 25%, but if I cannot find anything at the DB level I'll try affinity and then reducing vCPU's.

It wasn't a solution that could really be solved by the community but was solved by the developer themselves.
