User Permissions on Windows Server 2003

Hi

I have a small network running around 25 PC's (running XP), my server is running Windows Server 2003.

I want to stop users from -

Changing Wallpapers
Installing software
Altering settings

Any help with how to do this would be great.

Thanks in Advance

Thanks for the replies.

A domain is set up but users can install software, I think they have admin rights. How do I remove Admin rights from them ?

Secondly please could you guide me to set up the group policies as im new to this. Thanks
In the 'Computers and Users' adminitration each user has a 'Membership' tab.  From this you will see all the group the user is a member of.  You can delete the Administrators group from here.  Alternately, go to the administrators group, and the members tab to delete multiple users quickly.

I don't have group policy to hand to guide you through a step by step, but there is a lot of information available on Google.
