OALGen encountered error 80040115 Exchange 2007

Our GAL is not replicating to Outlook clients (any version). When I looked in the Event Viewer on the server running Exchange 2007 it comes back with the following:

Event ID 9330: OALGen encountered error 80040115 (internal ID 50004ef) accessing Active Directory SERVER for ''.
- /o=xxx/cn=addrlists/cn=oabs/cn=OAB

Event 9334: OALGen encountered error 80040115 while initializing the offline address list generation process. No offline address lists have been generated. Please check the event log for more information.
- /o=xxx/cn=addrlists/cn=oabs/cn=OAB

I removed the OAB and OAB virtual directory and rebuilt them with no luck. Any help would be appreciated.

That cleared the two errors mentioned above but we are now getting the following error:

9390 OAL Generator:

OALGen failed to find the OAB version 4 manifest file '\\XXXX\ExchangeOAB\12d1401c-8420-4510-bc74-c51352ab16b9\oab.xml'. This is normal if it is the first time this offline address list has been published to the file system. Check other logged events to see if this is a serious error.

When updating the Address Book in Outlook (2010) we are receiving (0X80190193) : 'The operation failed'
