RID Master Offline Error during DCPROMO

I'm trying to promote Windows 2008 R2 server to a DC and am getting the following error part way through:

'fatal: dcpromo_joindomain: the server was not promoted to a domain controller' however I have this to add:
"You cannot install an additional domain controller at this time because the RID master %computername%.domainname.local is offline"

The FSMO role holder is an SBS2011 server.  There is also another 2003 DC.  Everything seems to be communicating fine.

Any thoughts?

My understanding is that the SBS has to be the RID master.
