How do I open port 22 on Windows 2008 R2?
In order to connect to Windows 2008 with SSH, you have to install an SSH server component. MS doesn't offer this functionality, so you have to use a third party tool. http://www.windowsnetworking.com/articles_tutorials/install-ssh-server-windows-server-2008.html has a little more information.
Once you have an SSH server solution installed, you would need to allow connections on port 22 in the windows firewall if it's in use and if you're looking for remote access, forward the port from the router to the server.

Are you using the built in windows firewall? If so, go to Control Panel > Windows Firewall.

Once the port is open, whichever installed program you have listening on that port should now respond.
