Cannot backup system state on Windows 2003 Server DC

Windows Server 2003 32bit SP 2
MS SQL Server 2000 is installed but the services are not running, it has been decommissioned for the most part. I know that there are articles out there for the win2k3 64bit and MS SQL 2000 combintation causing issues with ntbackups and the vss writer. I am about to make some changes to AD including deleting a failed DC from the forest. I really need to backup active directory on this DC before making any more changes. Any help is appreciated.

The error is as follows:

Run the vssadmin tool in a command line, and verify that the vss writers for AD are populated.  You may also need to set the required vss space on a disk drive for the shadow copies to work correctly.

That is all there is. Is there a way to repair the VSS piece?

Login as administrator and run the following command one-by-one.

cd /d %windir%\system32
Net stop vss
Net stop swprv
regsvr32 ole32.dll
regsvr32 oleaut32.dll
regsvr32 vss_ps.dll
vssvc /register
regsvr32 /i swprv.dll
regsvr32 /i eventcls.dll
regsvr32 es.dll
regsvr32 stdprov.dll
regsvr32 vssui.dll
regsvr32 msxml.dll
regsvr32 msxml3.dll
regsvr32 msxml4.dll

After running the above command run the VSSAdmin and let me know if you get output.

Also Check if COM+ and VSS service has been enabled.

I've registered those files and made sure those services are running but that did not fix the issue.

I am seeing some of the writers now so progress has been made. Here is the output of vssadmin list writers:

I think I am missing the AD writer that allows me to backup the system state/active directory. Any idea how I can get that back?
