Difficulty Placing Cursor in Textbox

Hi Experts,

I am having an odd problem and haven't been able to find a solution. I am having difficulty selecting the data entry fields (dropdowns, textboxs) to enter information.  I have to place my cursor in the upper end of the box (almost entirely above the box) throughout my site. Has anyone else experienced this?  Thanks!

did all the input controls have tab index id?
try set focus in page load completed.
