Public folder Free/Busy error

I have getting an error 8207 as per the below article. I have run the commands in the article and output that I am getting is still the same.The output is attached hasn't any thing before or after the command is run
We have just one server which is exchange 2007

I could only rung the 2nd command. When I ran the 1st command comes up with a message saying no existing public folder

Yeah tried that but didn't make any difference.
As per the below article created the 1st administrative groups.Will check tomorrow to see if that fixed the issue.
