RSS Viewer SharePoint 2010

Hi Friends,
When we configured RSS Viewer Web Part, It throws an error:
The requested RSS feed could not be displayed. Please verify the settings and url for this feed. If this problem persists, please contact your administrator.

We use NTLM Authentication.
We are trying to put an external link in the sharepoint rss viewer web part.

Went through a few articles asking for a proxy server settings to add in web.config.
we are not in keen interest if we have some option.

Please advise the way forward.

Do your web front ends have internet acccess?  Can you access the URL from your client and from the web front ends?

I can access the url from my base machine.
On any SharePoint Server, i can't access the url since no internet connection is there on any sharepoint server.

Ok.  I don't THINK your web server has to have internet access, but something to investigate (which it seems you already are).  I dropped an RSS Viewer on my test site and was able to access the CNN url without issue.
