Cannot access SharePoint Site

We came in this morning to find that we could not access Sharepoint. I checked the event logs and found the following:

I tried to run the SharePoint Products and Technologies Configuration Wizard and it failed with the following error:

To enable just-in-time (JIT) debugging, the .config file for this
application or computer (machine.config) must have the
jitDebugging value set in the system.windows.forms section.
The application must also be compiled with debugging
enabled.

For example:

When JIT debugging is enabled, any unhandled exception
will be sent to the JIT debugger registered on the computer
rather than be handled by this dialog box.

Microsoft's KnowledgeBase suggests the following:

http://support.microsoft.com/kb/944267  (look for the text 'The Web service instance has not provisioned successfully').

I looked the above up on Google - I've not fortunately encountered this in my limited Sharepoint travels, and my more experienced colleagues are all busy/away from desks at the moment.

I presume you have your backup tapes to hand, just in case!!!  :o)
