VMWare, vCPU limit set by VM Package?

I can create a new VM (Host->New VM), and then allocated 16 vCPU to it

Then when I goto Host->Edit Settings->Summary->Browse dataStore_Create Dir->Upload .vmx file, I can upload a VM.  

However, this time I go to Edit Settings, but can only allocate 8 vCPU to it

Can VMWare VM's have a preexisting number of VM's limitation built into them when they are exported, inhibiting the VM from acquiring more than from having more than an arbitrary number of vCPU's allocated to them ?
