I am unable to get the templates to function correctly like the swim lane or gantt charts where you would drag in a shape from the stencil and it reacts to the template.

Can you describe a more about what is happening. For example, when you open a new document based on the swimlane template, does this dialog appear?
swimlane opening dialogDoes a swimlane appear on the page automatically? Can you drag new swimlanes onto the page? When you drag shape into a swimlane, does an orange highlight appear around the border of the swimlane?
