Convert numbers to comma separated numbers in oracle query

I have amount . I need that amount to be comma separated numbers.
For example 10000 = 10,000. How to do that query in oracle.

See my query here:
select sum(violation_Amount) as TotAmount from tab1 where Month_Name = 'JAN' and year_name = '2012'

Just update this query please.

select to_char(sum(violation_Amount), '999,999,999') as TotAmount from tab1 where Month_Name = 'JAN' and year_name = '2012'
