After the FixIT tool it still did not fix my cdrom problem and moreover there is NO entry of LowerFilters in registry

I'm assuming you have two separate optical devices that BOTH went bad simultaneously, correct?

Do you by chance have another workstation you could try hooking them up to, to see if they function correctly in that machine?

Sure, actually I perform the following tasks:

Under the registry you need to closely look for the following and DELETE then reboot , that will fix the problem:

If you found Upper Filters , delete
If you found Lower Filters , delete
                OR
If you found Upper Filters & Lower Filters , delete
