This means that the software inside of PhotoShop that reads your PDF file and turns in into a Photoshop document cannot read all of the file. Although the file may be damaged, it might still be possible to open it with another program such as Adobe Acrobat or Adobe Illustrator and do a "Save As" to regenerate the code, and then open in Photoshop.

If you don't have access to those programs (or any other program that can save a PDF) you might be able to open it with the free Adobe Acrobat Reader and do a screen grab which you can then paste into Photoshop.
