upgrading from exchnage 2003 enterprise to exchange 2007 standard

Can you upgrade exchange 2003 enterprise edition to exchange 2007 or 2010 standard edition. Is the best way to upgrade is to buy new server install exchange 2007 or 2010 standard and move mailbox over from exchange 2003?
