How to resolve error with /_controltemplates/TaxonomyPicker.ascx, SharePoint 2010?

I see this error in the event log when some access some page in a SharePoint 2010 site. Any advice on how to fix this error? Here are the details:

Event ID:  7043
Application: SharePoint Foundation 2010
Task catagory:  Web Control
Description: Load control template file /_controltemplates/TaxonomyPicker.ascx failed: Could not load type 'Microsoft.SharePoint.Portal.WebControls.TaxonomyPicker' from assembly 'Microsoft.SharePoint.Portal, Version=, Culture=neutral, PublicKeyToken=71e9bce111e9429c'.
