IIS-The process cannot access....

SBS 2003. I was just told today that Web Outlook was not working. When I looked in IIS Manager (v6.), I see that the "default website" and "Companyweb" are stopped. When I try to start it, it says "The process can not access the file because it is been used by another process".
 I have run the netstat -ano and nothing is using port 80. I also change the port on both to 8080 as a test and it still won't start.

I looked at the ListenOnlyList subkey in the registry and it is not there. I followed MS article 890015 to no avail.

Any help is greatly appreciated since no one remotely can get to their emails.

Have you tried restarting IIS, or rebooting the server?

Server was hijacked and an Apache Server application was loaded on the server taking over port 80. Once I stopped the Apache Server services, everything started working fine. Removed the installed application and things are fine now. Just need to work on securing the server now. Thank you for everyone help.
