Desktop notification consuming JSON

I need an app that installs on a PC, checks a JSON feed at timed intervals and pops an Outlook style notification window from the task bar containing data from the feed including link, image etc.

I found a similar app built to check Gmail

Can this app be modified to
1. Always run in the background
2. Check the feed (JSON or xml) every 15 minutes
