How to set a port to Listen on Windows server 2008

we are having an issue with a port not being opened and the firewall is not running on the server. I am wondering the best method for setting the port to Listen so that the apps between the servers will communicate.

How did you disable the firewall? Are you using the Windows Firewall?

The application needs to be setup properly as well if the Application is not opening the port then you won't see the port opened.
