IIS 7 http redirect to https stopped working

Greetings experts,

I have had a simple redirect working in IIS 7 for a few months.  
In IIS 7 I went to the default website - clicked http Redirect - entered website that has ssl cert on it https://website.domain.com/test

Redirect all requests is checked off.

So I went to website.domain.com and was forwarded to https://website.domain.com/test


yesterday it stopped working.
If i go directly to https://website.domain.com/test it works fine.
If I go to http://website.domain.com/ I get:
401 - Unauthorized: Access is denied due to invalid credentials.

Both internally and externally, so I ruled out Firewall.


**IISRESET does not fix the problem, either does a reboot.

This wasn't the solution, turned out the SQL admin was messing around with it.  Had to do a work around that isn't worth mentioning.
