Cannot open visio 2000 file in visio 2010

Cannot open Visio 2000 file in Visio 2010.
It always show the following:
"An error (128) occurred during the action Open File.
 This file cannot be opened because it is corrupt."

The file is not corrupted.  It can open in Visio 2000.  I use "save as" in Visio 2000 to save the file to a different location and try to use Visio 2010 to open it.  Visio 2010 always show the same error message.

Also, I have lots of file created in Visio 2000 and they all behaves the same way.

Please help.  (I am using Window XP)

I believe you're right that you should be able to open Visio 2000 files in Visio 2010. I no longer have any Visio 2000 files that I can use to test -- can you post a file so I can try it? If you prefer not to post it publicly, you can email it to the address in my EE profile.

We recreated our files on a later version.
